过去进行时常用“was / were + v.-ing”形式来表示过去某一时刻或某一段时间正在进行的动作。过去进行时可与表示过去的时间状语如at 8:00 last night、at that time、at this time last Monday、from 8:00 to 11:00 yesterday morning等连用，也可与when或while引导的时间状语从句连用。例如：
She was scared because a man was following her at that time. 她很害怕，因为当时有一个男士在跟踪她。
—Was it raining at six this morning? 今天早上6点下雨了吗?
—Yes, it was. / No, it wasn’t. 是的，下雨了。/ 不，没有下。
注意事项
◆ 过去进行时强调在过去某一时刻或某一段时间正在进行的动作，强调在这一过程中动作的进程和发展;一般过去时则表示在过去某个时间发生过的动作或存在的状态。例如：
He was doing his homework all the afternoon. 整个下午他在做作业。
He did his homework in the afternoon. 下午他做完了作业。
◆ 有些动词通常不用于过去进行时，如like、love、hate等表示心理状态的动词，appear、seem等表示表象的动词，see、feel、sound等感官动词，allow、decide、end等短暂性动词。

A traffic accident happened on the road near a restaurant. However, the car driver drove off. A policeman arrived at the place, and he had to ask the people who saw the accident some questions.
